| 摘 要： | 党的十六届五中全会做出的建设社会主义新农村的伟大战略决策，为解决“三农”问题指明了道路，为全面建设小康社会提出了具体任务。社会主义新农村建设主导在政府。只有进一步转变政府管理理念，完善政府行为方式，提高政府行政能力，才能为社会主义新农村建设提供有力的政治保障和动力支持。

| Abstract: | Fifth Plenum of the 16th CPC advances the great strategy for building new socialist rural areas,which has charted a course to resolve the three rural issues and put forward specific tasks of building a comprehensively well-off society.In building new socialist rural areas,the government plays a dominant role.Only by further transforming the government management conception,perfecting the government's behavior,and improving the administrative capacity can a powerful political force protection and support be provided for the building of socialist new country. |
