| 摘 要： | 制度创新是政府的主要职能之一,也是改善经济绩效的重要途径,但不合理的制度创新不仅不能使我们取得预期效果,反而还会引起负面效应.由于制度存在多样性、实施性、相互依赖性等特点,政府在制度创新的过程中应避免在供给方式、执行、创新次序、阈值和移植等方面走入误区.

| Abstract: | Institutional innovation is one of the major functions of the government,and is also an important way of attaining economic achievements.But unreasonable institutional innovations not only do no good to expected results,but also will cause negative effects.Because of an institution's characteristics of variety,implement and mutual dependence,the government should avoid mistakes in the process of institutional innovation in regard of its way of supply,execution,order,and simple transplant. |
