大坡村的融合之路

2019年12月印发的《国家城乡融合发展试验区改革方案》(简称“《方案》”),确定了11个国家城乡融合发展试验区,重庆西部片区名列其中。重庆西部片区试验范围包括荣昌区、潼南区、大足区、合川区、铜梁区、永川区、璧山区、江津区、巴南区。《方案》称,2022至2025年,试验区实现城乡生产要素双向自由流动的制度性通道基本打通,城乡有序流动的人口迁徙制度基本建立,城乡统一的建设用地市场全面形成,城乡普惠的金融服务体系基本建成,农村产权保护交易制度基本建立,农民持续增收体制机制更加完善,城乡发展差距和居民生活水平差距明显缩小。试验区的引领示范带动效应充分释放,形成一批可复制可推广的典型经验和体制机制改革措施。

The Road of Integration in Dapo Village

According to the Reform Plan for the National Urban-Rural Integration Development Pilot Zone(hereinafter referred to as the"Plan")issued in December 2019,the West Area of Chongqing is among the 11 National Urban-Rural Integration Development Pilot Zones.The pilot scope in the West Area of Chongqing includes Rongchang District,Tongnan District,Dazu District,Hechuan District,Tongliang District,Yongchuan District,Bishan District,Jiangjin District and Banan District.According to the Plan,from 2022 to 2025,the pilot area has basically opened up an institutional channel for free flow of production elements between urban and rural areas,generally established a system of orderly population migration between urban and rural areas,fully formed a unified construction land market between urban and rural areas,basically completed a financial service system for all urban and rural areas,basically established a rural property rights protection and trading system,improved the system and mechanism for farmers to increase their income continuously,and significantly narrowed the gap between urban and rural development and residents'living standards.The leading and demonstration effect of the pilot area has been fully released,forming a number of reform measures on typical experiences and system and mechanism that can be replicated and popularized.
