天津双港垃圾焚烧处理项目邻避效应研究

根据城市生活垃圾焚烧处理项目邻避特性，建立了城市生活垃圾焚烧处理项目邻避效应评价指标体系，运用因子分析方法求出各指标权重，再运用模糊综合评价方法，对天津市双港镇垃圾焚烧处理项目邻避效应进行综合评价。结果表明：该评价结果与项目的实际情况基本相符合，以此验证了该方法的合理性和适用性。案例评价结果显示，应着重从公众信任度、风险认知度等环节提出环节项目邻避效应的措施。

Study on NIMBY in Tianjin Shuanggang Waste Incineration Project

According to the NIMBY characteristics of municipal solid waste incineration project, the evaluation index system of the NIMBY effect of municipal solid waste incineration project was established, and the case method was evaluated by factor analysis method and fuzzy comprehensive evaluation method.The results show that the evaluation result accords with the actual situation of the project, which proves the rationality and applicability of the method. The result of case evaluation shows that the measures of avoiding effect of NIMBY should be put forward from the aspects of public trust and risk cognition.
