| 摘 要： | 水银行是中国缓解水资源短缺矛盾与推进水资源市场化的有效途径。本文通过分析水银行的内涵,结合美国在水银行实践和水务行业金融化方面成功的经验和失败的教训,讨论了水银行在中国实施的必要性、契机和前提条件,并探索性地提出了发展中国水银行的几个构想。

| Abstract: | Constructing water bank is an efficient approach to alleviate the water shortage problem and to push forward the marketing process of water resource in China. Based on the connotation of water bank, and combined with the both successful and aborted water bank practice in United States, the necessity, good chance and precondition of implementing water bank system in China were discussed. At last, some constructive advice was put forward. |
