基于财政支出的辽宁产业结构优化研究

目前辽宁产业结构总体上呈现第一、二产业占GDP比重逐步减小,第三产业的比重迅速增大的趋势。通过双对数模型分析表明财政支出能够推动辽宁第一产业占GDP的比重持续下降、第二产业占GDP的比重稳步下降和拉动第三产业的比重迅速上升,因而财政支出对辽宁产业结构的优化具有明显的正向影响。政策上,应加大科教文卫支出、提高交通运输和环境保护支出、压缩行政管理费支出等以进一步优化辽宁产业结构。

Research of Liaoning industry structure optimization based on finance expend

At present,the industrial structure of Liaoning generally shows that the proportion of primary and secondary industry to GDP gradually decreases and the proportion of tertiary industry to GDP rapidly increases.The financial expenditure in Liaoning can promote the proportion of primary industry to GDP continue to decline,the proportion of secondary industry to GDP steadily decline and pull the proportion of tertiary industry to GDP rise rapidly,thus the financial expenditure has a significant positive impact on the optimization of industrial structure optimization of Liaoning province.In terms of Policy,Liaoning should increase science,education,culture and hygiene expenditure;raise transportation and environmental protection spending;compress administration payout in order to further optimize the industrial structure.
