| 摘 要： | 人力资本作用的发挥并非是无条件的，它必须以劳动力市场为中介。在需求约束下，由于劳动力市场存在职位配给制，人力资本通过“创造性破坏”效应和“逆向选择”效应，对他人人力资本造成负外部性，从而引起居民人力资本投资过度。

| Abstract: | The display of the human capital function is unconditional by no means, which must take the labor market as intermediary. Under the demand restraint, as a result of the position rationing existing in the labor market, the human capital through the Creative Destruction effect and the Adverse Selection effect, creates the negative exterior to other people, thus causes excessive investment in hunan capital of the inhabitant. |
