功利主义公共政策的反思

公共政策在以功利主义为基础的实用主义哲学价值观的影响下,强调理性,在研究方法上则偏向于基于事实基础的理性实证方法,在技术和手段的层面上充实并完善着公共政策。然而,随着社会的发展,这种研究的范式似乎脱离了现实,已经很难适应实际生活中的政策需要,人们把目光转向了另一种价值判断,即公平正义论,它强调的则是道德伦理和规范的分析。

Reflection on Public Policies Based on Utilitarianism

Under the influence of the values of pragmatic philosophy based on utilitarianism, public policies stress rationality. Concerning research method, it tends to adopt rational-empirical approach to perfect public policies in terms of technology and means. However, with the development of society, such research mode has become outdated and hard to meet policy demand in real life. Therefore, the people's attention is turned to another kind of value judgment——justice as fairness, which stresses moralities and normal analysis.
