| 摘 要： | 信息资源产业是现代信息社会具有网络化、数字化特征的服务产业，正在从我国沿海地区和内地发达城市开始快速形成和发展。我国图们江地区的信息资源产业，也以地区快速发展的信息化为基础正在形成。但受认识与观念、政策法规环境和产业基础薄弱等多种因素的制约和影响，其发展比较缓慢。因此，需要以政府为主导，首先要优化政府管理体制和机制，完善政策环境，并要高度重视信息资源的开发和利用，更要重视人力资源建设。
