区域环境协同治理中财政合作逻辑机理、制约因素及实现路径

区别于以往政府主导型环境治理的模式，区域环境协同治理模式的顶层设计应引入财政合作的思维。区域财政合作的逻辑机理一方面来自地方利益关系扩展、行政权力调整及政府职能转变的现实逻辑；另一方面来自区域环境治理自身具有公共物品的外部性、公共性及阶段性的理论逻辑。而现实中行政区划、财政供给、合作路径、利益共享等制约因素阻碍了区域财政合作。鉴于此，从既有体制框架下提出地方政府间建立财政预算协同体系，构建财政合作收支体系、引入横向转移支付体系及完善多元主体利益协调机制的实现路径，以整合区域环境协同治理的社会资源，实现协同功效。

The Logic Mechanism,Constraining Factors and Realization Route of the Fiscal Cooperation of the Regional Environment Governance

Different from the traditional leading type of our government, fiscal cooperation needs to be introduced into the top-storey design of the cooperative governance. Therefore, the logic of fiscal cooperation, on one hand, generates from reality logic:expansion of the interest relations, adjustment of administrative power and change of government functions. On the other hand, generates from theoretical Logic:externality, publicity and periodicity of the ecological environment. In addition, the factors that administrative area, fiscal supply cooperative path, benefit sharing that hinder regional financial coopera-tion. Based on the view of the existing institutional framework, it puts forward to establish the cooperative system of budget, revenue and expenditure, introduce the horizontal transfer payment and perfect the multi-sources for the capital, play a syner-getic governance of social integration advantages of resources, to achieve synergy effect.
