浅谈如何提高环境执法效能

介绍了影响环境行政执法效能的主要因素,比如：国家法律法规不完善、执法手段落后、污染纠纷以调代罚、执法人员的业务素质不高等。论述了提高环境执法效能建议和对策。在加大环保宣传力度,提高民众的环境意识的同时,也要加快建立较为完善的环境法体系,从立法上来完善环保行政执法。此外,改善执法手段和条件,加快执法手段的科学化、现代化,从设备、技术方面来加强和保障环保人员的环境执法以及环境行政执法人员加强环境法律法规的学习和现场执法技能培训也十分必要。

How to Improve the Efficiency of Executing the Environmental Law

This paper introduces several main factors affecting on the efficiency of executing the environmental rules,including the incomplete rules,the tangle of pollution controversy and the lower ability of executor.Based on these factors,we present several suggestions and strategies,such as strengthening propaganda,improving the consciousness for environment protection,to overcome these problems.For the current system of executing environment protection law,it is necessary to accelerately build up the complete system of environmental law in order to improve it.Additionally,what's the important,scientificly executing the law associated with the environment protection and guaranteeing the efficiency of executor from equipment are required.Last but not least,the executor must strengthen the study for the environment protection and train the ability and skill of executing the law.
