| 摘 要： | 针对新时期我国西部地区交通体系建设面临的新形势、新要求，文章分析了当前西部地区交通建设面临的主要问题，尤其是发展规模存在争议、建设资金筹集困难及发展目标日趋多元带来的挑战，提出了新时期西部地区交通建设的主要思路，结合国家对西部经济社会发展的导向分析了交通建设的重点，并提出了切实可行的发展对策与建议。 |

| Abstract: | In order to adapt to new situations and demand, the western China＇s Transport System encountered during the second decade of the Western Development Drive, this paper analyzed the primal problem, especially the doubtful development scale, difficult financing and the challenge from diversified target. And then, some ideas about the western China＇s transport construction in the next decade are proposed. After that, according to the western China＇s orientation from the central government, we raised the focal point of transport construction. Finally, some practical legal countermeasure and suggestion are given. |
