农产品出口信贷担保国家分配的影响因素研究——以美国为例

文章在介绍农产品出口信贷担保背景的基础上,选取1999-2007年15个使用美国农产品短期出口信贷担保的国家为研究对象,分析美国制定这种政策措施的影响因素。研究发现:这种政策措施的设计初衷是为了维持和扩大现有国际市场的份额,并开拓竞争出口国不占有优势的市场;而且,措施的实施并不是用于救济那些无钱从国际市场购买粮食的国家。

Study on the Factors Influencing the Country Allocation of Agricultural Export Credit Guarantee Program: Taking U.S. as an Example

After introducing the background of agricultural export credit, this paper selects 15 countries that have gained U.S. agricultural short-term Export Credit Guarantee as analyzing object to analyze the influencing factors of U.S. enacting this policy. The paper finds that the main purposes of this policy is to keep and enlarge the international market share of U.S., and develop new market that the competitive export countries don’t have competitive advantage, and this policy is not used to relieve those underdevelopment countries that don’t have enough money to buy food from the world market.
