重大公共卫生危机下的健康保险应对研究

公共卫生危机对经济的影响较大,21世纪以来,面对频发的重大公共卫生危机,健康保险业如何通过科技赋能,有效参与到公共卫生安全体系建设中亟待研究对策。通过数据比较分析法、模型构建法,分析了我国商业健康保险业在防控重大疫情期间的作为、短板、机遇和挑战,并基于健康保险参与公共卫生安全体系建设的国际经验和保险科技的发展,提出了我国健康保险业应对重大公共卫生危机的一系列政策建议,以便完善现有公共卫生安全体系,助推"健康中国战略"和"可持续发展战略"的实现。

Research on Health Insurance Countermeasures to Major Public Health Crises

As the main force of social risk management,health insurance plays a critical role in responding to public health emergencies.Faced with frequent major public health crises,there exists some countermeasures to be applied to how the health insurance industry can effectively participate in the construction of public health system via enabled technology since the 21st century.According to the methods of data comparison analysis and model construction,this paper analyzes the actions,the weaknesses,the opportunities and challenges of commercial health insurance industry in China during the period of prevention and control for major epidemic diseases and conducted on the basis of the international experience of health insurance in the construction of the public health security system and development of insurance technology,thus the paper tabling a series of policy proposal that Chinese health insurance industry cope with major public health crisis for the betterment of public health security system to promote the achievements of“Health China initiative”and“the strategy of sustainable development”.
