The Second Generation First: A New Way to Improve the Urban Household Registration Poling in China

The improvement of urban household registration policy,which have a vital strategic significance for not only planning the urban and rural development as a whole,and also promoting social harmony,are very urgent.Based on the full analysis of the difficulties met during the household registration system reform at present,the author raises a new idea "the second generation first" about urban household registration policy adjustments which means migrant children obtain permanent residence in cities ahead of both parents,if the preconditions that their parents have been employed in cities and living up to a certain number of years are met.This policy can be well linked up with the existing city residence transformation policy with high feasibility,and is expected to have active influence on the floating city population management,the second generation floating population growth,employment normalization and other problems.
