国有企业改革要以人为本

摘    要:国企改革面临着观念转变、机制转换、运作转变,基础是观念转变,核心是机制转换,最终要实现运作转变。改革首先要使上层领导转变思想。企业家的观念转变往往对整个的观念转变有着巨大的影响作用。为此,领导班子成员要时刻做到思想保证、组织保证、纪律保证、作风保证等。同时要求领导转变观念,以人为本,带领企业员工打破原有的“铁饭碗”旧观念,学习新的科学文化技术,树立市场竞争意识和创新意识。致使企业在竞争中立于不败之地。

Abstract:The state-owned enterprise is in the face of transforming from all aspects of conception,mechanism,operating.The basis is the transformation of conception,the core is the transformation of mechanism,in the long run,to achieve the transformation of operating.Firstly,it should begin with the transformation of the conception for upper leaders.Usually,the concept transformation of the entrepreneurs plays a great role in transforming the entire transformation of the enterprise.Therefore,all the members of the management crew must live up to self-awared,organized,self-disciplined.Meanwhile,the managers should be required to transform their conception,lead all the employees to overthrow the old conception of a secure job.What's more,the managers must lead the employees to learn new scientific technology,rear the consciousness of competition and innovation so as not to be defeated in competing.
