深化集体林权制度改革的实践与思考

福建省三明市集体林权制度改革进程顺利、成效显著。体现在完成主体改革要求市场,建立开展林权抵押贷款、建立县级公益林补偿制度等六个率先。改革中存在的困难与问题包括林改前遗留问题排查、林业合作经济组织建设推进、林业投融资体制深化,林业管理服务体制完善等,提出构建合作经营新主体、林业生产要素聚集新机制、林业可持续经营新模式等政策建议。
