地方政府制度创新与村财建设:基于福建省永春县“六个一”措施的分析

扶持村集体经济组织发展、发挥村集体经济组织在村财建设中的作用是农村经济社会发展的需要。当前,大多数原有村集体经济组织与农村经济社会结构的变革已越来越不适应,需要探索集体经济有效实现形式,必须重视地方政府创新在村财建设中的作用。通过"六个一"措施的实施,福建省永春县村财建设形成了"政府引导、部门扶持、村民参与"的路径,从而化解了村财困境,保证了村集体经济收入的持续性和长效性。

Local Government Innovation and Village Finance Construction:Based on the Analysis of "six" Measures in Yongchun County,Fujian Province

Supporting the rural collective economic organizations and making the village collective economic organizations play the role in the construction of rural fiscal is the need of rural economic and social development.At present,most of the original rural collective economic organizations have been less and less adapted to rural economic and social structural changes.We need to explore effective forms of collective economy and put great emphasis on the role of local innovation in the village's wealth-building.Through the "six" implementation of the measures,Yongchun County in Fujian Province embarked on the developmental path of 'government guidance,departmental support,citizen participation' in the village finance construction,and then resolved the financial difficulties in the village,ensured sustained and long-term collective economic income.
