中国区域协调发展中的政策选择

本文认为,我国区域非平衡发展战略所导致的区域发展差异和不协调已成为影响我国社会和谐的重要因素。政府区域政策的负面效应是区域发展差异的重要原因,20世纪90年代中期之前,导致地区差距扩大的制度层面的因素主要是政府倾斜性的区域政策,90年代中期之后,市场的负面效应使之加剧。中央和地方政府都应根据形势的变化,有针对性地调整和选择政策重点,既要充分发挥中央政府职能,实现区域间体制环境的统一,提高全国基本公共服务的均等化水平,又要努力实现地方政府的角色创新,推动地方政府间的区域经济合作,积极促进区域协调发展。

Policy Choice in China's Regional Coordinated Development

The author maintains that the differences and discoordination in regio nal development triggered by China's regional imbalance development strategy is becoming the most important factors influencing Chinese social harmonious. The u nfavorable effectiveness of government regional policy is the most important rea son for development differences among regions. Both the central and local govern ment should adjust and choose the strategic focus in light of changes in situati on. They should give full play to the role of central government, and also try t o change the role of government to promote regional economic cooperation among l ocal governments.
