| 摘 要： | 运用系统的思想,提出水资源管理系统的概念,并界定了其内涵,构建了“一心两翼”的水资源管理系统结构,指出水资源管理系统具有多目标性、非线性和模糊性的特征以及计划、组织、协调、控制的系统功能,为水资源的科学管理提供了基本的框架。

| Abstract: | This paper uses the system theory to discuss the water resources management.The structure of "one-heart and two-wing" is put forward.The water resources management system has the characteristics of multi-objective,non-linearity,fuzziness,and it also has the functions of plan,organization,coordination and control.It gives a basic frame of scientific management for water resources. |
