| 摘 要： | 构建和谐社会与社会主义新农村建设的关键是农村经济和谐发展。针对制约农村经济和国民经济的可持续发展的诸多不和谐因素,应以人为本,对政府职责合理定位,明确财政的支出责任,建立全新的土地管理制度和税收制度,加大支农支出,优化支出结构。

| Abstract: | The harmonious rural economy development is the key to construct the harmonious society and socialist new rural area.In dealing with many disharmonious factors containing the sustainable development of the rural and national economy,we should be people-oriented,reasonably position the government duty,clearly define the fiscal expenditure responsibility,establish new land management system and tax system,enlarge the agricultural expenditure,and optimize expenditure structure. |
