构建我国农业保险经营组织体系的思考

国外农业保险经营组织体系的构成包括政策性农业保险机构、商业保险公司、农业保险合作社及其联合社、农业相互保险社、农业相互保险公司等。我国农业保险经营组织体系尚不健全，农业保险立法严重滞后，国家财税扶持措施不完善，尚未建立有效的巨灾风险分散机制。应尽快制定农业保险法，明确规定政策性农业保险公司、商业保险公司、农业保险合作社及其联合社、农业相互保险公司、农业相互保险社等组织形式作为提供农业保险服务的主体。完善国家财税扶持措施，尽快建立巨灾风险分散机制，广泛动员农村基层各方面力量，建立协调合作机制。

Thoughts on the Construction and Perfection of Systems of Agricultural Insurance Operation Organizations

The systems of agricultural insurance operation organizations comprise policy-oriented agricultural insurance companies, private insurance companies, agricultural insurance cooperatives, agricultural mutual insurance society and agricultural mutual insurance companies in foreign countries. The commercial insurance companies are the main institutions which operate agricultural insurance business in China now. There are some agricultural insurance cooperatives and agricultural mutual insurance company, too. The systems of agricultural insurance operation organizations are not perfect yet in China. The systems need to be improved and perfected. The agricultural insurance law should be legislated as soon as possbile. The government＇s supportive measures should be perfected.
