都市圈内中小城市功能及其提升策略

我国已经进入都市圈化阶段,都市圈中小城市是提升城镇化质量、培育发展现代化都市圈的重要载体之一。中小城市的产业发展、吸纳就业、人口集聚和公共服务功能是相互联系的,中小城市功能提升的实质是产城人的高效融合。我国都市圈中小城市的功能总体得到提升,但不同功能在都市圈的地位差别较大,都市圈中小城市功能与特大城市、超大城市的差距也很大。不同发展阶段都市圈中小城市面临的问题不同,提升中小城市功能的侧重点也有所不同。成熟期都市圈要缩小中小城市与大城市的公共服务差距,成长期都市圈要完善城市体系,发育期都市圈要打造产业协作平台,萌芽期都市圈要提升中心城市能级。为此,要提升中心城市的辐射带动能力;畅通都市圈中心城市与中小城市,以及中小城市之间的要素流通渠道;提升都市圈中小城市承接能力;加快户籍制度和土地制度改革。

Functions of Small-medium Cities in Metropolitan Areas and Their Promotion Strategies

China has entered into a phase of metropolitanization.Middle-sized and small-sized cities in metropolitan areas are key vectors that helps make urbanization better and cultivate and develop modern metropolitan areas.As the functions of industrial development,employment,population agglomeration and public service of small-medium cities feature interrelation,the fundamental nature of the improvement of the functions of these cities turns out to be efficient integration of industries,cities and citizens.Although small-medium cities in metropolitan areas in China have seen an overall improvement of their functions,there are still significant differences in the status of various functions in metropolitan areas,along with an insurmountable gap between the function of small-medium cities and that of megacities and large cities in metropolitan areas.As small-medium cities in metropolitan areas face different challenges at different phase of development,it means that emphasis on improving the functions of these cities must be varied:the gap in public services between small-medium cities and large cities must be shrinked at maturation stage;metropolitan areas are expected to develop urban system at growth stage,build a platform forge industrial collaboration at development stage and enhance the function level of key cities.Therefore,the capacity of radiation of central cities must be improved;distribution channels for elements between central cities and small-medium cities,and even within small-medium cities themselves in metropolitan areas must be unimpeded;carrying capacity of middle-sized and small cities in metropolitan areas must be improved;the reform on household registration system and land system must be accelerated.
