| 摘 要： | 党的十七大作出了建设创新型国家的战略决策,进而为建设创新型城市指明了方向.政府要为创新型城市的建设发挥推动作用.为此,政府要在明确创新角色定位、构筑合理创新体系、改革完善创新机制以及加强创新队伍建设四个方面作出努力并联合社会创新力量共同完成创新型城市建设的宏图伟业.
