经济发展过程中优化劳动要素配置问题探讨

劳动作为经济发展中的重要要素,其配置效率高低直接影响到经济发展速度与质量。改革开放以来我国经济快速发展的过程也是一个不断优化劳动要素配置的过程。优化劳动要素配置包括劳动力总量提升、结构优化以及劳动力收入水平的改善。受经济发展阶段、经济体制改革进程,以及劳动力总量与结构等因素的影响,我国劳动要素配置效率在不同时期表现出不同特征。总体上而言,我国劳动要素配置效率在不断提升;而近年来,随着经济进一步发展,我国出现了劳动力收入增长缓慢、劳动力报酬份额持续下降,以及劳动力总量供大于求与局部劳动力市场劳动力供给不足等问题,这些问题有待于通过进一步加快转变经济发展方式,不断提升劳动者人力资本水平与促进产业结构升级等措施予以解决,以不断提升劳动要素配置效率。

As the important factor the efficiency of labor allocation will influence the ratio and quality of economic development.It is also a process of improving the allocation of labor factor during the process of rapid economic development.The improving labor factor allocation includes the promotion of gross labor input,improving labor structure and income.In totally it is a process of labor factor allocation optimization by the effect of economic development phrase,economic reform and labor market and so on.It turns up some questions of slowly labor income growth,labor share’s decline and so on.It should adopt some measures to promote labor factor allocation efficiency through accelerating the transformation of economic development pattern,promoting the human capital of labor continuously and incurring the upgrading of industry structure.
