中日邦交正常化谈判的过程及其国际政治学意义

在战后处理的意义上，中日邦交正常化谈判应该以法律文件宣告两国“战争状态”的结束。但由于日本保守政治势力拒绝侵略战争责任的谢罪、赔偿，两国签订“和平条约”的“法律解决”不可能实现；经过日本的超党派外交、情报战活动和“遭遇激战”式的政府间谈判，两国达成了回避“日华和约”和日美安保体制之“政治解决”的“联合声明”。既然不能革除日美同盟对华敌视和美国庇护下日本对华蔑视的冷战政治属性，历史连续性结构也就决定了中日关系仍然不正常的周期性恶化特征。

The Process of Negotiation on the Normalization of Sino-Japanese Diplomatic Relation-ship and Its Meaning in International Political Studies

In the sense of post-war rapprochement, the negotiations on the normalization of the diplomatic relationship between China and Japan should have settled on legal documents to declare the end of the ＂state of war＂ between the two nations. However, as the political conservatives in Japan refused to apologize and make indemnity for the war, a ＂legal＂ solution by means of signing a peace treaty between the two countries became impossible. Through transparty diplomacy, espionage, and talks between the two governments, the two countries finally reached a ＂political＂ solution by means of a joint statement which glossed over the original ＂Sino-Japanese Peace Treaty＂ and the Japan-US Security System. As long as the hostility of the Japan-US Alliance against China and the Japanese contempt for China remains, which is characteristic of the cold war attitude, the cyclic deterioration of the still ＂abnormal＂ Sino- Japanese relationhip will continue down the history.
