韩国公务员考核制度及其特点

摘    要:韩国公务员考核制度具有分级分类考核和注重考核结果的灵活运用两大特色。考核方法以目标管理、全程绩效管理和多方面评价为核心.形成了针对高级公务员的能力评价制度:中高级公务员的绩效契约制度、基层公务员的工作业绩评价制度以及普遍适用的业绩面谈法和多面评价法。在考核结果运用方面,韩国政府设计了清晰明确的晋升公式、基本年薪和绩效奖金计算方案。这些特点使得公务员考核更具针对性,同时能够对公务员形成有效的激励和惩戒作用,从而达到提高行政效率和服务质量的目的。

The South Korean Civil Servant Assessment System and Its Characteristics

Abstract:South Korean civil servant assessment system has two main characteristics including the classification assessment and flexible use of the result. Management by objective, the entire performance management and 360-degree assessment are the cores of the assessment method. The method system contains the capacity assessment system for high-ranking civil servants, the performance contract system for senior civil servants, the working performance assessment system for junior civil servants, and the generally applicable meth- ods-the performance interview and the multifaeeted assessment. In terms of the result utilization, the South Korean government has de- signed a clear promotion formula, and the basic salary and performance bonus calculation scheme. These features make the civil servant assessment more targeted, and also have the strong effect on incentive and discipline, so as to improve the administrative efficiency and the public service quality.
