论以人为本视域下的生态文明建设

随着经济社会的发展,生态文明问题已经成为社会关注的热点。生态文明不是脱离人的文明,生态文明建设应坚持以人为本,其根本理论依据在于马克思自然科学观中的人学意蕴,直接理论依据是以人为本的科学发展观,现实紧迫性在于维护人们生态权利的需要。坚持为了人民,依靠人民,成果由人民共享是以人为本建设生态文明的基本原则。在生态文明建设中落实以人为本原则,应强化为人民服务意识;依靠人民群众建设生态文明,增强人民群众的生态意识和主体意识;为人民群众充分参与生态文明建设提供法律依据和制度保障。

On the Construction of Ecological Civilization under the View of the People-oriented

With the development of economy and society, Ecological Civilization has become the focus of masses ’ attention. Ecological Civilization cannot depart from people. And the construction of Ecological Civilization should adhere to the people-oriented. The fun-damental theory is based on Marx natural scientific concept of human science implication, and direct theoretical basis is people-centered scientific concept of development. Besides, the real urgency is to safeguard people’s ecological rights. Adhering to the people, by the people and shared by the people is the fundamental principles of the people-oriented Ecological Civilization construction. Implementing peo-ple-oriented principle in the construction of Ecological Civilization, should strengthen the sense of serving the people, rely on the masses, and enhance ecological awareness and consciousness of the masses; Moreover, it is a legal basis and institutional guarantee.
