中国新型城镇化建设应通过产城融合来保障人的生存和发展

解决好人的生存和发展保障问题是以人为核心的新型城镇化的应有之义，传统城镇化出现“城市病”问题的根源在于人的发展对经济发展的让位。就业的实现和水平的提高在保障人的生存和发展中是根本性的、全面性的和可持续性的，推进产业与城市的融合发展可成为实现这一目标的突破点。文章认为，产城融合的新型城镇化建设必须在制度设计中植入和强化人的发展权理念；培育和扶持乡镇集体经济发展，推进农村社区建设和功能完善，创新农民主导的就地转移的新型城镇化模式；探索资源分配共享机制，促进城乡居民发展权的公平性与均衡性；优化城镇空间布局，在产业与城市的协调发展中增强人的发展的可持续性。

China＇s New Urbanization Should be Based on the City and Industry Integration to Protect Human Survival and Development

To solve the problem of human survival and development is the core Of human-oriented new urbanization. In traditional urbanization, the problem of ＂City Issues＂ roots in the ignorance of human development while people pay too much attention on the economic development. We are surethat employment and having a job is the most important thing in the security of human survival and development. Therefore, to promote the city and industry integration we should take this as the breakthrough point. This paper considers that in the processes of the city and industry integration, we have to put the concept of human development in the systematic design, cultivate the township and village collective economy, promote the construction of rural community, innovate the mode of labor transfer in new urbanization, explore the mechanism of sharing resource allocation, and promote the development of fairness and balance of urban and rural residents, optimize the urban space layout, strengthen people in industry and the coordinated development of the city＇s sustainable development.
