| 摘 要： | 在未来的农村经济社会发展中,乡镇应由管治型向服务型转变。这要求县乡村联动改革,明确乡镇的职能定位,明晰乡镇的财权和事权,进一步落实农民的民主权利,还权于民,为中国持续快速和谐发展夯实基础。
