Through Falvey model,this paper gains the H-O third theorem and its abundant policy significance.The country with abundant labors should export commodity that international competitiveness is low,and the country with abundant capital should export commodity that international competitiveness is high.Improving the rate of salary or reducing the rental rate of capital could enlarge the area of international competitiveness,but it’s impossible to reverse the current situation.And applying these two policies of improving the rate of salary and reducing the rental rate of capital at the same time can reverse the current situation.The current situation of agricultural products’ competitiveness in Liaoning province upholds the conclusion.
