可持续城镇化的制度体系及创新原则

可持续城镇化制度的安排体现了目的性与规律性的内在统一,也体现了价值理性与工具理性的有机结合。笔者通过构建由城市发展战略、城市发展制度和非正式制度有机统一的可持续城镇化制度体系,运用层次分析法对城市发展战略、城市制度体系和城市文化在制度体系内的地位和作用及其相互关系进行了系统分析,从制度间相互协调、配套、支持的角度提出了制度创新的基本原则。

The Institution System of Sustainable Urbanization and Its Innovation Principles

The institution of sustainable urbanization embodies the inherent unification of object and law, and the organic combination of value rationality and tool rationality. The author constructs the system of sustainable urbanization in which city development strategy, city development institution and informal institution are unified into an organic body. And then using analytical hierarchy process, the author systematically analyzes and evaluates the position and function of city development strategy, city system and city culture within the institution system and their relationship. Lastly the author puts forward the basic principles for system innovation from the angle of mutual coordination, cooperation and support between institutions.
