海洋经济对沿海地区经济发展的带动效应评价研究

新形势下发展海洋经济对于沿海地区调整经济结构具有极为重要的战略价值.文章采用产值份额测算海洋经济的直接贡献,使用海洋经济的引致增长弹性、引致财政弹性、引致就业弹性和引致技术进步弹性测算其间接带动效应.研究结果表明:海洋第一产业对地区经济发展的带动效应主要体现于其对地方生产总值的直接贡献方面,海洋第二、三产业对地方经济发展的带动效应则表现为较强的间接带动效应.由于地区海洋主导产业部门的不同,各省(市)海洋经济对区域经济发展的带动强度存在差异,在此基础上,从4个方面提出了发展海洋经济的相关对策.

Study on the Appraisement of Driving Effects of Marine Economy to the Economic Development of Coastal Areas

Developing marine economy under the new situation has very important strategic value for coastal areas to adjust the economic structure.This paper estimates the direct contributions of marine economy by its share value and indirect driving effects on the basis of marine economic induced growth elasticity,induced financial income elasticity,employment flexibility and technology progress elasticity.The results as follows driving effects of marine primary industries to regional economic growth are mainly embodied in their direct contribution to the gross local products,while the marine secondary and tertiary industries’ driving effects is reflected indirectly.As the marine leading industry is different,the driving strength of each province’s or city’s marine economy to the regional economic development is reflected in different ways.Based on this,the paper proposes several related countermeasures to develop the marine economy from four aspects.
