新生代农民制度化政治参与的困境及对策

新生代农民工是我国公民政治参与的重要组成部分。但受收入普遍偏低、制度保障不力、政治文化落后、社会认同感不强等因素影响，当前其政治参与主要表现为非制度化参与，存在着制度化参与的困境。为破解这一困境，需要采取提高收入、完善相关制度建设、加强和普及对新生代农民工的教育和培训、提高他们的社会认同感等措施，促使新生代农民工的政治参与活动由非制度化向制度化转变。

Predicament and Its Countermeasures on the Institutionalized Political Participation of the Young Peasant Workers

The young peasant workers are an important part of the political participation of the citizens in our country. But they mainly participate in politics by means of non-institutionalization and there is predicament of the institutionalized political participation at present with their income wholly lower, with system guarantee not strong, with their political culture falling behind and with social approbation not strong enough etc. In order to crack the predicament, we must take measures to improve their income, perfect the related system construction, strengthen and popularize their education and training and to raise their social approbation etc, which will cause them to change from non-institutionalized political participation to institutionalized po- litical participation.
