亚洲一带一路国家科技研发效率及其影响因素研究——基于 DEA 和累积 TFP 指数

研究不同国家间的科技研发效率及其影响因素对于比较不同国家间的科技资源配资效率、制定科技研发效率提高的相关政策具有指导意义。本文利用亚洲 12 个一带一路国家科技研发的两投入、两产出指标测算这些国家的科技研发效率及其影响因素。结果表明：这些国家技术进步率的提高带动了科技研发效率的上升；发展中国家科技研发表现出明显的后发优势。经济规模与科技研发效率之间呈现“U”型关系，金融深化程度、人力资本水平、健康人力资本和产业结构与科技研发效率之间存在显著的正相关。最后本文提出对策建议。

A Study on R&D Efficiency and Its Influencing Factors in One Belt and One Road in ASIA ——Based on DEA and Cumulative TFP Index

It is of great instructive significant for us to study R&D efficiency and its influencing factors between different countries so as to compare allocative efficiency of science and technology in different countries and make related policies on enhancing research and development efficiency.This paper employs two inputs and two outputs indexes of R&D of science and technology in 12 One Belt And One Road nations of Asian to measure the efficiency and its influencing factors in these countries. The results show that the improvement of technological progress in these countries has led to a rise in the total factor productivity of R&D. The development of science and technology in developing countries shows obvious advantages.The relationship between Economy scale and R&D efficiency of science and technology presents“U”shape. There exists significantly positive correlation between R&D efficiency of science and technology and such indexes as financial deepening，the human capital level，health human capital and industrial structure. At last ,we puts forward countermeasures and suggestions.
