| 摘 要： | 胡锦涛在党的十八大报告中首次提出“建设海洋强国”，把发展海洋实力和维护海洋权益上升到国家战略层次，这引起了国内外媒体和民众的广泛关注。本文简要分析“海洋强国”的内涵，根据中国的实际情况分析其提出的动因和战略意义，并结合广东省的情况提出如何回应“海洋强国’’战略带来的挑战和机遇。

| Abstract: | Hu Plenary of the CPC. Jintao spoke about Chinese maritime power strategy at the Eighteenth It is the first time for the highest leadership to raise the development of the maritime strength and safeguarding of maritime interest to the national conscience, which has attracted national and international attention. This paper tries to analyze the definition of this strategy and expound its strategic significance. It also comes up with some strategic measures against the challenges brought by the competition between the global maritime powers, and provides timely responses to the probable opportunities from the viewpoint of the locality. |
