| 摘 要： | 本文运用1998—2008年全国211个地级市的面板数据,发现东部地区建设用地的边际生产率要远远高于中、西部地区,各地级市间的土地利用效率差异主要来自于省间差距,而不是省内差距,2006年以后省间和省内差异都进一步扩大。因此,我们认为目前禁止耕地跨省占补平衡的政策已经造成了全国范围内土地利用效率的巨大损失,将来需要建立一个基于不对称补偿的耕地占补平衡指标交易市场,实现土地空间效率提高和耕地保护的双重目标。

| Abstract: | Using panel data for the period 1998-2008,this paper finds that marginal productivity of commercial land in the eastern region is much higher than in the western and central regions.The variations among the 211 cities studied mainly come from between-region differences after 2006.Based on the results,this paper concludes that the denial of the requisition-compensation balance among different regions has led to a great loss of land use efficiency. |
