加强政府宏观调控 促进煤炭工业健康发展

在我国经济体制转换的特殊时期 ,煤炭工业出现了前所未有的危机 ,煤炭产品总量过剩、企业亏损严重等问题制约着煤炭工业的发展。对于煤炭行业存在的问题 ,如果单靠市场的办法来解决会需要一个相当长的时间 ,而且在一定程度上会对煤炭工业结构产生破坏性的影响。发挥政府调控的硬主导作用 ,充分注重产业发展研究 ,做好行业发展规划 ,同时运用行政、法律和经济手段调节市场进退壁垒 ,创造公平的市场环境 ,才是促进煤炭工业持续、健康发展的合理选择。
