对非营利组织培训公务员项目的评估

上海市浦东新区政府探索公务员培训的新模式，首次把公务员培训项目委托给非营利组织而不再是党校和行政学院，并要求第三方对非营利组织的机构能力、培训需求、培训过程、培训影响进行评估，提出评估建议。评估结果表明，非营利组织机构有能力承担公务员培训项目，可以实现委托方和学员们的需求，培训内容更加实用，培训方式更加新颖，促进了公务员的职业能力发展。
