| 摘 要： | 国外产业结构演进的情况说明，现代服务业是产业结构提升与演进的方向。近几年来，天津市服务业有了很大发展，但无论总量、结构，都还处在主要为工业服务的阶段，与国际水平乃至国内其他一些城市相比，仍存在着很大的差距。天津市服务业的发展还存在着总体水平不高、内部结构不合理等问题。针对前面分析，提出了优化政策环境等政策性建议。
