| 摘 要： | 森林认证作为一种维护全球可持续发展的市场机制，其最初并不是以贸易保护的姿态而出现的，但是，各国的森林认证实践却使它具有了某种贸易保护性质。本文通过对大国小国两种情形的讨论，认为森林认证基本上可被视为一种生态关税壁垒，只是它的实施基础较之关税壁垒更为合情、合理和合法化，而且在作用机理和长期效应上又有其自身的特点。

| Abstract: | As a market mechanism to maintain sustainable development, Forest certificate was not appeared to De a protective measurement, but the global practice of it proves that it may results in some kind of protective effect. By analyzing it in two situation that when a country is a small one and then a big one, This essay argued that forest certificate can basically be regarded as one kind of eco - tariff barrier, the difference lies in that the former one can be implemented more plausibly and more legally in comparison with the latter. What is more, it has some unique properties as far as the mechanism and long - run effect are concerned. |
