基于东北亚经济一体化的我国东北经济区国际物流发展战略构想

在经济全球化和区域经济一体化深入发展,尤其是当前国际金融危机不断扩散蔓延和对实体经济的影响日益加深的背景下,建立现代物流服务体系,通过物流业对生产、商贸企业的互动,带动经济社会的全面发展,使物流业成为振兴东北经济新的经济引擎。根据国家振兴东北经济区发展战略规划,依托＂一轴二带＂,即哈大（哈尔滨-大连）经济轴线和沿海（五点一线）、沿边开放口岸经济带,跨省区整合东北经济区发展国际物流业的优势资源,发展物流＂飞地经济＂协作区,以全球化的视野,提出＂四二一一五＂东北经济区国际物流业的发展战略构想。并根据现代产业政策体系理论,提出实施东北经济区国际物流业发展战略的保障条件与政策措施,为战略推进提供良好外部环境。

Based on Economic Itegration in Northeast Asia International Logistics Development Strategy of Economic Zone in Northeast China

With the further development of economic globalization and regional economic integration,especially the current international financial crisis spreading and the ever-deepening impact on the economic entity,logistics industry setting up a modern logistics system will become a new economic engine boosting the comprehensive development of economic and social for the economy revitalization on China northeast by two-way interactivity with production and business enterprises.According to the revitalization of the Northeast Economic Zone China development strategy planning,international logistics industry development strategy of Northeast Economic Zone on Globalization view will propose ＂four-two-one-onefive＂ mode：Harbin-Dalian economic axis and Coastal and border economic belts.At the same,the advantage resources for developing international logistics industry of Northeast Economic Zone will be integrated inter-provincial in order to develop logistics collaboration area.In addition,according to a modern industrial policy system theory,the paper presents policies and measures to protect the conditions on the implementation of the Northeast Economic Zone of international logistics industry development strategies,thus to provide a good external environment for promoting strategies.
