| 摘 要： | 我国电子政府建设的进程是一个传统实体政府向现代虚拟政府转化的制度变迁过程。在这场制度变迁中 ,由于“政策失败起因”的存在 ,不可避免地产生了诸多阻碍制度变迁的因素。今后我国电子政府制度变迁应该逐步实现由单一强制性制度变迁向强制性制度变迁与诱致性制度变迁相结合的方式转变 ,以弥补有效制度供给的不足。

| Abstract: | The constructing process of the e-government means a course of institutional transition from the real government to the virtual government.In such an institutional transition there will emerge many factors affecting the institutional changes due to the cause of government failure.For the Chinese case we assert that the pattern of institutional changes will switch from the the coerced institutional changes to the combined patterns of coerced and induced changes such that the shortage of institutional supply may be overcome. |
