| 摘 要： | 黄河三角洲地处山东省的东北部，是我国东部沿海经济开放区的重要组成部分。改革开放以来，整个沿海地区都得到了蓬勃发展。然而，由于种种因素的影响，黄河三角洲的开发建设却明显滞后，整个东部提升进程深受影响。为了黄河三角洲的可持续发展和加快山东省及其环渤海湾经济的发展，必须从东部提升的战略高度重新审视黄河三角洲的大开发战略，这也是黄河三角洲发展的希望所在。
