基于产业对接与转移的京津冀协同发展研究

京津冀协同发展已由区域目标上升为国家战略,如何实现合理的产业分工以及产业转移成为三地协同发展的重大课题。目前,京津和津冀间优势产业的重合度较高,存在严重的产业趋同,其竞争倾向较高;京冀间相似系数较低,产业差异明显,其协作倾向较强,转移产业以传统制造业为主,转移企业多为资源消耗型,转移主要集中在较近的城乡边缘区,且已进入由梯度转移为主向转变城市功能为主以及产业创新、产业分工和产业转移并行的新阶段。京津冀产业对接与转移的总体思路应以技术"进链"、企业"进群"、产业"进带"、园区"进圈"为主线,形成"项目带动、企业拉动、集群驱动、产城互动、区域联动"的新格局。
