| 摘 要： | 通过对神树经营林场林权制度改革的调研,从承包模式、经营模式、管护模式和政府角色转换四个方面,总结了神树经营林场林权制度改革的主要做法,指出了神树经营林场林权制度改革方面存在的问题,并提出以下建议:实施政府主导的林下经济规模化和产业化发展模式;多渠道解决林改户资金压力大和融资难问题;加大信息化建设步伐,搭建电子商务平台。

| Abstract: | This paper,surveying on Shenshu timber land ownership revolution,summarizes general method of for estry ownership revolution at Shenshu timber land from four perspectives,including contracting mode,operation mode,managing and protection mode,and role changing of government.In addition,it points out several existing problems and obstacles.Some suggestions as following: to implement a government-oriented under-forest econo my industrialization mode;to intimate financial pressure in multiple ways;to improve information system construc tion and build up e-commerce platform. |
