| 摘 要： | 中国困难群体的存在,既不是效率优先造成的,也不能用公平分配来解决。解决困难群体的问题,必须从体制、制度和政策着手。土地只能解决农民温饱问题,不能解决农民致富的问题,只有转变农民身份才是解决困难群体之路。

| Abstract: | The problems for the poor don't result from efficiency priority, so they cannot be solved by equal distribution. To solve the problems, the government should deal with the institutions and policies. While land can guarantee the food for peasants, it cannot make them rich. The only way to make them better off is to transform their fixed identity as peasants. |
