面向跨组织的电子政务协同服务机制研究

本文在分析电子政务中跨组织协同服务过程与特征的基础上,提出了以服务层、业务流程层、工作流程和资源层构成跨组织平台主体,以信息安全体系和运行管理体系为保障的跨组织协同服务信息共享协作体系模型,并设计了电子政务跨组织协同服务的基于XML的数据交换、基于Web服务的工作流技术的业务流程集成、应用系统集成等机制,为创新驱动跨组织电子政务协同管理、提高政务协作质量,提供理论基础和实现方法。

Research on Inter-organization of the E-government Collaboration Service Mechanism

The paper analyzes the procedures and characteristics of E-government collaborative services and presents an organization platform subject which is composed of service level, business flow level, workf/ow level and resource level. Then the inter-organization of the collaboration service is modeled based on the information security system and operation management system. Finally, this paper provides several realization mechanisms including data exchange based on XML, business process integration based on workflow technology and web services, application system integration. The results of the study can be of benefit to the benign development of innovation-driven inter-organization of the E-government collaboration service.
