| 摘 要： | 构建完善的农村金融体系对“三农”问题的解决至关重要。本文在阐释了政府金融干预行为理论渊源的基础上,分析了在我国农村地区仍然存在基层政府的借方替代行为和干扰金融交易双方的行为,以及产生这些行为的原因和所造成的福利损失。

| Abstract: | Constructing rural financial system is very important to the solution to the problem of "three agriculture".The paper firstly explains the theoretical source of financial intervened behavior by government,then analyzes debit side substitution behavior and the disturbance to finance transaction of grassroots government in rural area in China,finally explains the reasons of these behaviors and welfare loss caused. |
