国际R&D强度增长模式及我国R&D强度增长趋势探析

通过对若干典型国家R&D强度变化情况的分析,得出R&D强度变化大体遵循三种模式:"强S型"增长模式、"S型"增长模式和"弱S型"增长模式。根据《规划纲要》要求,从2001年到2020年,我国R&D投入应遵循"S型"增长模式。现阶段我国的R&D强度变化趋势与"S型"增长模式基本相符。要实现2020年的发展目标,应通过建立健全制度化的政策体系,在今后若干年适当加大对R&D的投入。

The Growing Modes of International R&D/GDP and the Growing Trends of the R&D/GDP in China

By analyzing the changing trends of R&D/GDP in several typical countries,it concludes that the growth of R&D/GDP follows on the whole three modes which are Growing Mode like "Weak S",Growing Mode like "S" and Growing Mode like "Strong S".According to the Program Scheme,the changing trend of R&D/GDP in China is in agreement with the growing mode like "S" from the year 2001 to 2020.At present,the changing trend of R&D/GDP in China is in agreement with the growing mode like "S".In order to achieve the aim of funds for R&D in 2020,we should invest more funds for R&D in China in the later years by setting up and improving the institutionalized policies.
